The OECD Observatory of Public Sector Innovation (OPSI)  and its partners at the European Commission’s Directorate-General for Research and Innovation are excited to convene innovators from around the world for a conference on Innovation in Government: The New Normal on 20-21 November 2017. The conference will highlight insights from OPSI’s work with countries that are transforming their operations and improving the lives of their people through innovation. It will bring together government leaders, public servants, and innovative partners in industry and civil society to connect, share experiences, and collaborate.

Since 2013, Stéphane has been Vice-President, Corporate Services Branch, and Chief Financial Officer of the Canadian Nuclear Safety Commission. Stéphane joined the Commission in 2009, as Director General, Finance and Administration, and has overseen a number of major initiatives and projects, including the development and establishment of a cost recovery-based financial framework, the CNSC’s laboratory construction, an integrated management reporting framework, the organization’s IM/IT strategic plan, a workforce renewal strategy, and the development of a financial guarantee program.

From 2006 to 2009, Stéphane developed his skills at the Canadian Institutes of Health Research (CIHR), where he held the position of Director General, Research Knowledge Creation Program, and later Director General, Finance and Corporate Planning.

From 2004 to 2007, Stéphane served as Executive Director, Financial Management Services, and Director, Transformation, at Human Resources and Social Development Canada (HRSDC). Prior to that, Mr. Cyr worked at the Canadian Food Inspection Agency (CFIA) as Director, Accounting and Financial Systems, where he led, in particular, the implementation of the financial and reporting system and the management and accounting practices improvements.

He began his career at the Canadian International Development Agency (CIDA), where he held several accounting and financial policy positions.

Stéphane is also a graduate of the public service’s Accelerated Executive Development Program (AEXDP 2010) and recipient of the CPA of Canada Award of Excellence in Innovation 2016.

Stéphane is a member of the chartered professional accountants (CPA) of Canada and the Chartered General Accountants (CGA) of Canada.
