The OECD Observatory of Public Sector Innovation (OPSI)  and its partners at the European Commission’s Directorate-General for Research and Innovation are excited to convene innovators from around the world for a conference on Innovation in Government: The New Normal on 20-21 November 2017. The conference will highlight insights from OPSI’s work with countries that are transforming their operations and improving the lives of their people through innovation. It will bring together government leaders, public servants, and innovative partners in industry and civil society to connect, share experiences, and collaborate.

Choi Hyeon-deok, Vice Mayor of Namyangju, Republic of Korea, passed the 36th Public Administration Examination in 1993 to begin his career as a public officer in the Ministry of Government Administration and the Ministry of Government Administration & Home Affairs. He has worked in OECD (Organization for Economic Cooperation and Development) for 3 years from 2006.

Mr. Choi has served as Vice Mayor of Namyangju municipal Government since January 2017, after successfully serving as Head of Organization Planning Division in the Ministry of Government Administration & Home Affairs and Head of Economy Office in Gyeonggi-do Province.

Based on his administrative experiences over 20 years, Vice Mayor Choi, Hyeon-deok is doing his best for the administration of Namyangju which aims to become a luxury and self-sufficient city for 1 million citizens by 2020.

In particular, he presented the main cases of the “Namyangju City 4.0”, which is the city’s core project to lead the era of the Fourth Industrial Revolution, in a forum hosted by AAPA (Asian Association for Public Administration) in Kazakhstan in April 2017. With the case presentation he conducted, he was awarded the Grand Prize by attracting participants’ big interest and compliments.

In addition, he is actively promoting other projects, such as “Namyangju City 4.0”, “Happiness 10 Minutes” and “Hope Care System”, in order to create the city where all citizens can enjoy education, health care, and welfare services without distinction.

Accelerating inclusive growth is an integral part for the future of every city. In order to address and cope with the social inequality caused by the gap between the rich and the poor and increased social polarization, Mr. Choi is carrying out the role of Vice Mayor in creating a self-sufficient city equipped with living infrastructure and jobs for the economic growth of the city, a welfare city where citizens help each other, and a city where all citizens live in same opportunities and responsibilities.

In order to advocate inclusive growth, Namyangju will share its culture and welfare policies in close cooperation with many cities in the world in the future.
