The OECD Observatory of Public Sector Innovation (OPSI)  and its partners at the European Commission’s Directorate-General for Research and Innovation are excited to convene innovators from around the world for a conference on Innovation in Government: The New Normal on 20-21 November 2017. The conference will highlight insights from OPSI’s work with countries that are transforming their operations and improving the lives of their people through innovation. It will bring together government leaders, public servants, and innovative partners in industry and civil society to connect, share experiences, and collaborate.

Public Sector Innovation - Learning from the Global South

Facing significant social and economic challenges and, in some instances, lacking major infrastructure may seem like unsurmountable barriers to innovation. However, many emerging economies are seeing it as an opportunity to adopt new approaches and transform themselves through innovation. These countries are using the latest technologies and novel methods cheaply and creatively to tackle intractable problems. In some cases, these governments are leapfrogging the most developed countries and coming up with solutions that are more advanced. This session explores how emerging economies are taking their challenges in stride and teaching us all valuable lessons.

Edwin Lau is Head of the Reform of the Public Sector Division in the OECD Public Governance Directorate. His division helps countries improve the responsiveness of their governments and their relations with citizens and business through work on public sector innovation, digital government, open data, human resources management, and risk management. In particular, he oversees the Observatory for Public Sector Innovation (OPSI) and the statistical publication, Government at a Glance. A US national, he worked in the United States Office of Management and Budget in the 1990s. Prior to being named Head of Division at the OECD, Edwin was the Deputy Division Head of the Budgeting and Public Expenditures where he had responsibility for issues of budget transparency, performance budgeting, budgeting in the health sector, and reform of fiscal institutions.
