The OECD Observatory of Public Sector Innovation (OPSI)  and its partners at the European Commission’s Directorate-General for Research and Innovation are excited to convene innovators from around the world for a conference on Innovation in Government: The New Normal on 20-21 November 2017. The conference will highlight insights from OPSI’s work with countries that are transforming their operations and improving the lives of their people through innovation. It will bring together government leaders, public servants, and innovative partners in industry and civil society to connect, share experiences, and collaborate.

Enrique is a designer and public sector innovation leader. As Director of Design Education for The Lab at the Office of Personnel Management, he brings an up-to-date strategic design perspective and years of human-centered design and creative process expertise to the U.S. Federal Government. At the Lab, he has participated in projects and initiatives in partnership with a number of federal and state agencies, including the General Services Administration, the National Nuclear Security Administration, NASA, the U. S. Geological Survey, the Bureau of Land Management, the California Department of Health and Human Services, or the Office of Innovation, State of Rhode Island. Before joining The Lab at OPM, he was a faculty member at the Rhode Island School of Design for twenty years, and a visiting lecturer at Brown University’s Watson Institute for International and Public Affairs, where he developed new curriculum on design and public policy for graduate students in the public policy track. His pre-Lab academic activity includes a number of visiting professorships and teaching engagements in design schools in Europe, the Middle East, and Central America; and a long list of international speaking engagements on a variety of topics relating to the design process, design thinking, design education, civic innovation, and the role of design in public policy-making. Enrique is founder and director of Muchieast, a strategic consultancy committed to bringing new practices to large-scale, systemic, spaces such as healthcare, education, government, and cities. Operating internationally, his work with Muchieast has helped address the needs of clients such as the U.S. Department of State, Massachusetts Institute of Technology, Johns Hopkins University, Centro-Mexico, the Maryland Institute College of Art, or the City of Providence. Enrique’s interest in cities and city government directed his civic contributions in the last years as a full member of the Zoning Board of Reviews, the Capital City Commission, and the Healthy Communities Board, City of Providence; a founding member of the Rhode Island Food Policy Council; and a member of the Global Advisory Board, Participatory City (UK). He holds a Master of Architecture by the Universidad Politécnica de Madrid, Escuela Técnica Superior de Arquitectura de Madrid, Spain; and a Master of Industrial Design by the Rhode Island School of Design.
